Grant of Dearness Allowance to the West Bengal State Government employees

M E M O R A N D U M


Subject : Grant of Dearness Allowance to the State Government employees
and further ad-hoc increase in the wages of daily rated workers
under the Government with effect from April 01, 2010.


1. The Governor is pleased to decide that the whole time State Government employees drawing Basic Pay (i.e. Band Pay + Grade Pay, NPA, if any) upto Rs.80000/- p.m. shall draw Dearness Allowance @ 27% with effect from April 01, 2010.



The calculation of Dearness Allowance shall be made taking into
account the revised Band Pay, Grade Pay & NPA, if any but shall not include any other types of pay.


2. The Dearness Allowance sanctioned herein-above should be rounded off to the nearest rupee in each case.



3. The Governor has also been pleased to decide that there will be a further ad-hoc increase in the existing daily rate of wages by Rs.10/- (Rupees Ten) only with effect from April 01, 2010 for the daily rated workers under the Government whose wages are not regulated by any statutory provisions like the Minimum Wages Act, etc.

West Bengal government had recommended a hike in teachers salaries

West Bengal : Pay hike and more posts for teachers From increasing emoluments of part-time school and college teachers to enhancing pay of the permanent employees of schools, colleges and universities, from creating new teaching posts to setting up new institutions, the budget promised every attempt to keep the teaching community happy. There is a proposal to create 60,000 new teaching posts in primary schools and 1,500 in undergraduate colleges.


The CPM has in the past banked on the support of party-backed teachers’ lobbies such as the All Bengal Teachers’ Association and the West Bengal College and University Teachers’ Association to win elections. The move to create such a large number of posts is also being seen in the context of the forthcoming elections.



“The announcements will give a boost to the CPM-backed teachers’ lobbies,” said a college principal. “Especially so as CPM supporters hold an edge during any recruitment.”


The government hopes to appease nearly 5,500 part-time teachers working in over 500 state-aided and state-run colleges with the promise of a 35 per cent hike. The part-timers had been up in arms against the government because of the absence of a proper recruitment policy for them.


A 35 per cent hike has also been announced for part-time teachers in government-aided schools.


There is good news for over 12,000 teachers in the 400-odd colleges and 16 universities. After the University Grants Commission had recommended a hike in their salaries, the state had agreed to it in principle but not implemented it.


The finance minister assured the teaching community today that the UGC recommendation would be implemented soon.

West Bengal government employees would get a puja bonus of Rs 1,000

Calcutta, Sept. 3: Finance minister Asim Dasgupta today announced that 9.5 lakh West Bengal state government employees, panchayat and civic staff, teachers of government and government-aided schools would get a puja bonus of Rs 1,000. “Similarly, pensioners will be given ex-gratia of Rs 400 as earlier. The move would benefit 4.3 lakh pensioners,” he said.



Employees whose gross monthly income does not exceed Rs 16,000 will be entitled to the bonus. For those with income more than this, the government will offer them a festival advance of Rs 1,000. “However, it will be left to them to avail of the advance,” Dasgupta said.
