As per a news article in ’The Economic Times’ dated 28.7.2008 the Sixth Pay Commission award is likely to be sweetened with an upward revision in the dearness allowance entitlement. The committee has suggested a change in the D.A. calculation which will result in an additional benefit upto Rs.3000/- a month depending on the level. This revision is basically to remove the anomoly of around 7% resulting in the merger of DA with the basic pay as on 1.1.2006.
The empowered committee to look into the sixth pay commission recommendations has recommended an additional pay of 15 percent for the armed and paramilitary forces in addition to the pay scales recommended by the pay commission in its initial report. The committee has also suggested for an increase in all the basic pay scales and grade pay recommended by the pay commission.
Highlights of the suggestion is an increase for the annual increment from 2.5 percent to 4 percent. One of the draw back in the suggestion is regarding the implementation of the pay revision with effect from 1.1.2007 instead of 1.1.2006. This means that Government Officials will be losing a full year arrears if implemented. The Committee suggested two modification (1) The total number of Grades be reduced to 15 spread across 10 distinct running pay band.(2) The Annual Increment for all group to be paid at the rate of four percent of the total pay in the pay band and the corresponding grade pay.
